Joe Rowsell

Project Director

Joe Rowsell is a Project Manager at the Council of Canadian Academies (CCA). He is currently involved in projects on innovation management education, the state of Canada’s research, and the impacts of antimicrobial resistance.  Joe is the Chair of the CCA internship program and impact evaluation committee.

During his seven years at the CCA, Joe has worked on eight additional projects on marine shipping, oil sands technology, public health risk communication, energy prices, industrial R&D, innovation measurement, animal health risk, and innovation policy. Over this period, he has collaborated with more than 200 academic, policy, and industry experts. He has co-authored two academic publications with CCA expert panelists.

Prior to joining the CCA, Joe was an economist at the Research and Development Corporation where he developed, managed, and evaluated R&D support programs and a science education scholarship. He has lectured in behavioural economics at Oxford University and microeconomics at Memorial University. Joe has also been a research associate at the Center for Experimental Social Sciences (Oxford) and the Department of History (Memorial University).

Joe holds an M.Phil. in Economics from Oxford University (Rothermere Fellow) in addition to an M.A. and B.Sc. from Queen’s University and Memorial University, respectively. His research interests include behavioural economics, development economics, cooperation, poverty, innovation, and science policy.
