Hasna Rouighi is a recognized leader in innovation and public policy, with over 15 years of experience in transforming public systems in Quebec and internationally. She currently serves as General Director of the Aging Secretariat at the Ministry of Health and Social Services (MSSS), where she leads government priorities on active aging, elder well-being, caregiving, and the prevention of elder abuse.
Previously, she directed the Office of Innovation and Health Research at the MSSS, where she established Quebec’s governance framework for innovation and strengthened connections with scientific, clinical, and entrepreneurial ecosystems. She also held several leadership roles at the Ministry of Economy, Innovation and Energy, where she coordinated strategic international partnerships and oversaw research and innovation programs.
She holds a Master’s degree in Management (HEC Montréal), a Bachelor’s degree in Economics and Political Science (Université de Montréal), and a Graduate Certificate in Project Management (HEC Montréal).
